1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 30.1 inch high will build across the lower great lakes 
through wednesday. a broad 29.9 inch surface low will then track 
across the mid-atlantic states thursday and friday. a 29.7 inch low 
will lift north of the central great lake saturday, bringing a cold 
front to the western waters of the lake by saturday evening.
