waves are the significant wave height - the average of the highest
1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 28.8 inch low will move north across the canadian 
maritimes through tonight, then to northern quebec by saturday. a 
30.3 inch high will then build from the western great lakes sunday 
to the lower great lakes by early monday, then drift off the east 
coast monday night. a weak trough of low pressure averaging 29.8 
inches will cross the great lakes tuesday through tuesday night, 
followed by a 30.1 inch high building into the ohio valley and lower 
great lakes wednesday.
