Half way up the north shore on Donner Pass road from Truckee is a public kayak launch which is perfect for windsurfing. The lake is very gusty and up and down, but I have been able to Windsurf foil very consistently when the National Weather Service predicts 10 to 15 mph. This wind speed happens 3-5 days per week in the Spring/summer and fall. The guests normally end up being 16 to 18 with lows in the single digits. I simply Shlog during the lulls and foil during the gusts. I typically rig my 5.4 sail with a large foil. It blows on the 10-15 days from 2- sunset.

Boca can be good as well, but I find Lake Tahoe needs to be 10 to 20 mph since the high guest is normally to low to even foil on the lighter days.
