waves are the significant wave height - the average of the highest
1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 30.0 inch high will gradually build across the 
great lakes region this afternoon. the high will cross new england
and the saint lawrence valley wednesday. a 29.8 inch trough of 
low pressure will then track across the lower great lakes 
thursday. a 30.1 inch ridge will build east across the region 
friday and remain nearly stationary through saturday.
