limbs could be blown down and a few power outages may result.

...hard freeze warning remains in effect from 2 am to 9 am pst
tuesday...
...high wind warning in effect from midnight tuesday night to
noon pst wednesday...
* what...for the high wind warning, southerly winds 35 to 45 mph
with gusts up to 60 mph expected. for the hard freeze warning,
sub-freezing temperatures as low as the lower to mid 20s
expected with durations as long as 10 to 12 hours in colder
locations.
* where...sacramento valley, carquinez strait and delta, northern
san joaquin valley and surrounding foothills.
* when...for the high wind warning, from late tuesday night to
noon pst wednesday. for the hard freeze warning, from 2 am to 9
am pst tuesday.
* impacts...damaging winds will blow down trees and power lines.
widespread power outages are possible. travel will be
difficult, especially for high profile vehicles. frost and
freeze conditions will kill crops, other sensitive vegetation
and possibly damage unprotected outdoor plumbing.
precautionary/preparedness actions...
people should avoid being outside in forested areas and around
trees and branches. if possible, remain in the lower levels of
your home during the windstorm, and avoid windows. use caution if
you must drive.
take steps now to protect tender plants from the cold. to prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.
