Yes, the UK has managed to reduce new infections very nicely, as have other European nations that were hit hard.
One of the really frustrating things in the US that a bunch of states also have managed to reduce infections substantially, and then keep them controlled. New York is just one example. The apparent reduction in NY was 15-fold, but the actual reduction probably was at least 30-fold, since testing was extremely limited in March and early April (UK is similar).
At low enough levels of infection, test & track can work reasonably well to contain any new outbreaks, if combined with new local restrictions when an outbreak occurs. At high infection levels, test and track has very little impact, since too many infections go undetected.
One of the worst things that some of the governors in the states that now have the highest infection rates have done was to restrict the ability of cities and counties to issue stricter orders. Texas, Arizona, and Georgia are prime examples. They made big contributions to the death rate increasing 40% over the last week (based on 7-day averages). And that's just the start.
