I've spent some time on the Oregon coast. That water is cold! I think it's
actually a little warmer in the Winter due to the way the current flows.
It's a miracle you survived the process of learning to windsurf.

I'm hundreds of miles north of there.
It was far worse trying to learn to prone surf, at least with this I can layer up. |

If international, Western Australia and South Africa are the top 2 wavesailing destinations in December. Both Southern Hemisphere so their summer.
I think Chile also works in December.
Puerto Rico is on my list for this winter. |
